This is a digitized clip from a recent video release in the US, titled (in
the US at least...) "Plastic Little: The Adventures of Captain Tita."

It's a rather enjoyable little bit of fluff, with what I consider to be
excellent animation standards. What I really found myself taken with was
the skill with which the motion of hair and breasts were rendered by the
animators. 

This clip features the hair. :)

For those of you perplexed by the vast selection of comercially available
anime, looking for something to either buy or rent, I recommend you give
this one a look. 

For those of you curious what the blonde is actually saying, and can't
figure out the tiny subtitles:
"No... I Think I'll go back to the island."
"Like you, Tita, I've inherited something from my father."
"I want to build a gravity belt that will really benefit civilization."
"So..."
